This scenario is based on the Southern California Association of Governments 2035 plan (SCAG) for the overall regional transportation improvements. The plan is called the Regional Transportation Plan or RTP. In order to create this plan, SCAG worked with local city and county planners to approximate how growth might unfold out to 2035 based on existing zoning and city general plans. According to growth projections, the County is expected to accommodate 200,000 new residents by 2035. Much of this population growth is expected to be internally driven, meaning existing residents will expand their families here. If growth were to happen only according to internal increase, the 200,000 new people might not arrive until 2045.
Below is a set of quality of life indicators that simulate some of the conditions we’d experience if the future unfolds according to the Baseline scenario. More scenarios will be developed based on the Map-The-Future workshop results. These new scenarios will be compared to the Baseline scenario both in terms of how future growth and transportation investments unfold and relative to what conditions people might experience under each scenario.

A Compact is a voluntary agreement between cities and our county governments in which they agree to work toward a shared long-term vision, common goals, and effective implementation.
So many of the challenges we face as a county simply cannot be addressed by just one or two local governments acting alone. This is the reason for entering into a Compact where all the cities commit together to address a challenge.
